PEACEBUILDING

The experience of recent years has also led to the United Nations to focus more than ever in peace. They have put many efforts to reduce the risk that a country or resume declare a conflict by strengthening the management capabilities of each nation conflicts, and to lay the foundations for sustainable peace and development.

Consolidate lasting peace in war-torn societies it is one of the challenges posed greater difficulty for peace and security in the world. The consolidation of peace requires international support for the efforts of nations deposited in very diverse activities: monitoring of prosecutions represent fire; demobilization and reintegration of former combatants; assistance in the relocation of refugees and displaced persons; help to organize and supervise the election of new governments; support for justice and security sector reform; improving the protection of human rights, and promoting reconciliation after past atrocities.

The United Nations has been the epicenter of the expansion of international efforts for peace, from the verification of the peace accords in southern Africa, Central America and Cambodia in the 1990s, and subsequent efforts to consolidate peace and strengthen States in the Balkans, East Timor and West Africa, to operations currently taking place in Afghanistan Available in English, Haiti and Sudan.

Understanding that the United Nations must anticipate and respond better to the challenges of peace, the 2005 World Summit approved the creation of a new Peacebuilding Commission. Document the United Nations General Assembly and the Security Council ordered all agents relevance come together. The purpose was to advise on integrated strategies proposed to achieve peace and post-conflict recovery; get resources and help ensure funding provided for these activities; and develop best practices in collaboration with political actors, security, humanitarian and development.

The resolutions also identify the need for the Commission to extend the period of international attention in the new post-conflict and where necessary countries solve all situations that threaten to destroy the process of peace.

The resolutions of the General Assembly and the Security Congress establishing the Peacebuilding Commission have also served as a basis for the establishment of a Fund Peacebuilding Available in English and Support Office for the Consolidation of Peace .

WOMEN, PEACE AND SECURITY

Although women are still a minority among those fighting and perpetrate wars, increasingly the most pernicious suffer more damage. In contemporary conflicts, it is estimated that up to 90 percent of the victims are civilians, mostly women and children. Women living in war-torn societies can face devastating acts of sexual violence, which sometimes are implemented systematically to achieve military or political objectives. In addition, women are still very underrepresented in formal peace processes, despite contributing in many different ways in conflict resolution.

However, the Security Council of the UN has acknowledged that include women in decision-making and take into account gender perspectives in these processes can enhance the prospects for sustainable peace. This recognition was formalized in October 2000, through the unanimous adoption of Resolution 1325 on women, peace and security. This important resolution refers specifically to the situation of women in armed conflicts and asked to participate at the level of decision-making in resolving conflicts and in peacebuilding.

Since the program was established on the principles of Resolution 1325, the Security Council has adopted three other resolutions that support the same lines: resolutions 1820, 1888 and 1889. The four resolutions have two main objectives: to increase the participation of women in decision-making, and ending sexual violence and impunity.

CONCLUSION

Education undoubtedly is the most valuable to build the culture of peace instrument, but in turn, the values it inspires must build the aims and basic content of such education. If the culture of peace through that set of attitudes, traditions, behaviors and lifestyles creative potential values is the key to global citizenship. Consequently education is the tool that can set i guide the development of this potential, while properly orient to achieve the peaceful aspirations of the international community.

The culture of peace and education must maintain a constant interaction, because if the first is what nurtures, guides, guide, goals brand and educational horizons, the second is it possible from its ethical perspective the construction of new cultural significant models.

Education in my opinion is the most powerful agent for change in attitude, which serves to social progress, allowing one hand the integral development of the person and awareness of social problems and provides other Search and implementation of appropriate solutions.

If the right to peace is an essential right, the culture of peace for the same reason important to consider, for their cultural contributions in favor of this right factor.

I conclude by saying that to be effective this approach reengineering the educational field with regard to cross-cutting themes that contribute to the preservation of peace and security should be effective and take coordinated actions:

adequate education for a culture of peace

social and sustainable economic development

Respect for human rights

Gender equality

active democracy

Understanding, tolerance and solidarity

participatory communication and free flow of information and knowledge

Peace and security.

Therefore the fundamental contribution of education will restructure society so that everyone can engage in teste process. For the preservation of peace and security it requires ongoing and coordinated participation of all stakeholders.
