DIPLOMATIC RELATIONS AND COOPERATION BETWEEN EL SALVADOR AND JAPAN

DIPLOMATIC RELATIONS

Despite being two geographically distant nations, in the past 80 years Japan and El Salvador have managed to build a relationship of friendship and cooperation.

Diplomatic relations between Japan and El Salvador were established on February 15, 1935. Then, Mr. Yoshitaka Hori, the Minister of the Japanese Embassy in Mexico, presented his Letter of Credentials to the President Maximiliano Hernandez Martinez. After the Second World War, the two countries resumed their cordial link.

In 1953, El Salvador was one of the first Western countries to open its market to Japanese products, with imports of their cars.

In 1955, thanks to the production and export of cotton Salvadoran, Japan first invested in a Latin American country by installing a major textiles company.

Subsequently, the Salvadorans had the opportunity to meet the Official Development Assistance from Japan ODA. Thus, in 1968, El Salvador was the first country in Latin America favored the Japanese Program for Overseas Cooperation (JOCV, for its acronym in English), which has supported the country's socioeconomic development Volunteers.

COOPERATION BETWEEN EL SALVADOR AND JAPAN

It is appropriate to recognize the spirit of cooperation over the years of relationship between nations. In particular, for the support Japan has provided the Salvadoran people in their efforts to defend the agenda derived from the Peace Accords. The Japanese government promoted the reconstruction of roads and infrastructure development that has led to increased levels of economic and social growth.

Japan support construction of the El Salvador International Airport, and it is invaluable, since with the new basis for attracting foreign investments were down.

Recently, the Japanese government has provided funding for the construction of the Puerto La Union, in terms of social and economic development in the east of the country, because in the near future, the Puerto La Union will be one of the centers load distribution in the region, and will become a strategic component of international trade, with the benefits arising therefrom.

Also, the friendship between the two countries consolidated during deep crises of natural disasters such as Hurricane Mitch in November 1998 and 2001 earthquakes.

Japanese willingness and commitment was reflected in 2005 in El Salvador when he was visited by the Prince and Princess Hitachi, this time is support for the Salvadoran people for the crisis caused by the eruption of the Santa Ana Volcano and Tropical Storm Stan.

The Japanese government offered a donation to those affected by the emergency. Japan has become , through their cooperation , in a consistent and supportive friend in the most difficult moments experienced in the country.

The link between the two countries has also generated higher welfare in the areas of environment, education and culture.

El Salvador now has cultural exchanges and the development of a number of innovative projects that aim to encourage Salvadorans of all ages .

Evidence of this are the implementation of Sakura- Maquilishuat Project, to generate environmental awareness ; and the various cultural events that the Embassy of Japan has organized , with SECULTURA to share with the public some of the most important traditions of the legendary Japanese culture.

JICA. "A BETTER TOMORROW FOR ALL"

It is noteworthy that Japan has various educational exchange programs, scholarships, training in various air these programs are channeled through the Agency and JICA (International Cooperation Agency of Japan) Cooperation.

JICA is the bridge linking Japan with developing countries, sharing their knowledge and experience, in order that the countries receiving their cooperative efforts to strengthen their capacity to solve their problems, thus building a more peaceful world prosperous for all.

In October 2008, JICA has strengthened its procedures for International Cooperation, integrating the operations of financial support from the Japan Bank for International Cooperation (JBIC), the grant aid provided by the Ministry of Foreign Affairs of Japan (MOFA) and the technical cooperation provided by JICA.

JICA guides that aid is not simply to provide goods and equipment, but to develop the capacities of people so that they find solutions to the particular development challenges they face; becoming key players that can make a difference in society.

Technical training programs

JICA provides technical training for participants from developing countries in a wide range of fields, including medical, industrial and agricultural training.

• Training in Japan.

• Training Group.

• Specific field Course (course aimed at deepening understanding of the issues around the world in various fields. The courses are usually four to 15 people, 10 on average three weeks to one year).

• Course specific country or region (course aimed at deepening the understanding of the specific issues of a country or region)

• General training of specific technical project.

• Accommodation.

Without any doubt, we are in a dynamic world that daily faces new challenges; therefore, for Japan it is an important time for both nations’ still closer ties of cooperation and, in essence, of the friendship that unites them now. And on that basis it has
